Episode Review

The ERPB Is Shut Down

The final episode begins with the bureau already under enormous pressure. After the events involving Gyu-cheol and the accusations against Hwa-jin, the ERPB becomes the target of public criticism. Gyu-cheol understands exactly what he is doing. If he can make the bureau look like a group driven by revenge, he can destroy the organization protecting the schools.

Hwa-jin and Gyu-cheol

Hwa-jin confronts Gyu-cheol about the drugs and the larger operation. The confrontation becomes personal very quickly. Gyu-cheol knows exactly how to provoke Hwa-jin. He knows about Ga-yun. He knows how much she meant to him. And he understands that Hwa-jin’s anger can be used against him. Eventually, an incident involving Hwa-jin is recorded and used publicly. The result is exactly what Gyu-cheol wanted. The ERPB is forced to suspend its operations.

But the Bureau Has a Plan

At first, it looks like Gyu-cheol has won. The bureau is out. The schools are no longer being monitored. And Gyu-cheol’s drug operation suddenly has much more room to expand. But Hwa-jin has anticipated this. The suspension is not quite what it appears to be.

Drugs Enter the Schools

With the ERPB apparently gone, Gyu-cheol’s operation expands. Students become customers. Students become couriers. Some don’t even fully understand what they are carrying. This is where the season’s earlier cases begin connecting. The bureau has spent the entire season building relationships with teachers and students. Now those relationships become the key to stopping the drug network.

Teachers Fight Back

One of the best parts of the finale is that the teachers become involved. Instead of Hwa-jin and his team doing everything themselves, teachers begin collecting evidence from their schools. They find pills. They report suspicious activity. They bring information to the bureau. This is important because the entire season has been about restoring authority inside schools. Now the teachers are actively participating in protecting their students.

Hwa-jin’s Real Plan

Eventually, it becomes clear that Hwa-jin wanted Gyu-cheol to believe the bureau had collapsed. The goal was to make him confident enough to expand his operation. Once the network became larger, it also became easier to trace. That is the trap. And it works.

The Final Confrontation

The investigation leads the team to Gyu-cheol’s operation. Han-rim, Geun-dae and Hwa-jin all become involved in the raid. As usual, things don’t go according to plan. Han-rim is exposed to the drugs and the situation becomes chaotic. But the team keeps moving. Hwa-jin eventually reaches Gyu-cheol. And this is the confrontation the entire season has been building toward.

Ga-yun’s Final Influence

The flashbacks to Ga-yun make the confrontation much more emotional. She had tried to give Gyu-cheol a chance. She believed that even a troubled student could change. Gyu-cheol ultimately betrayed that trust. Hwa-jin now has the opportunity to take revenge. But he doesn’t. That decision is important. Because if Hwa-jin simply kills Gyu-cheol, then the entire philosophy behind the ERPB becomes meaningless. The bureau exists to protect students and teachers. It isn’t supposed to become another organization driven by personal revenge.

Gyu-cheol Is Arrested

Gyu-cheol is eventually taken into custody. The drug network is exposed. The ERPB survives. And Gang-seok restores the bureau. But the season doesn’t pretend that everything has magically been fixed. The problems inside the education system are still there. There will always be another school. Another bully. Another teacher who needs protection. Another student who needs help.

The Final Scene

The season ends by setting up another case. This time, the problem involves a powerful basketball player who uses his position to exploit other students. Geun-dae steps into the case, proving that the bureau isn’t finished. And that is actually a fitting ending. The season doesn’t end by saying the education system has been repaired. It ends by saying: There is still work to do.

Final Thoughts

Episode 10 is a satisfying conclusion because it brings together the season’s main storylines. The drug network connects back to the earlier cases. Gyu-cheol’s return brings the story back to Ga-yun. The teachers become active participants in the fight. And Hwa-jin finally has to decide whether he is going to choose revenge or the principles behind the bureau. The finale is also one of the more emotional episodes because the relationship between Hwa-jin, Gang-seok and Ga-yun finally gets its full weight.

The show could have ended with a simple revenge sequence. Instead, it chooses a more complicated ending. Hwa-jin gets his chance to punish Gyu-cheol, but ultimately chooses not to become what Gyu-cheol expects him to become. And then the drama immediately reminds us that the work isn’t finished. There is another school. Another victim. Another person abusing their power. And the ERPB is still there.

Episode 10 Rating: 8.8/10

A strong finale that brings the Gyu-cheol storyline to a satisfying conclusion while tying the season’s individual cases into a larger story about the education system.
